AMENDED MINUTES

The regular Workshop meeting of the Town Board of the Town of Clayton was held in the Board Room with the following present:

Supervisor Cantwell opened meeting at 5:00 p.m.

Town Clerk:

Motion by George Kittle, 2nd by Vivian Black to approve minutes from June 8, 2005, as written. Motion carried.

Supervisor Cantwell discussed:

  • Draft of next newsletter.
  • Letter on the July 24th, parade.
  • Water level meeting in Alexandria Bay on Thursday, June 23rd, 2005.
  • Copy of newspaper article with the wrong Township in the heading (Clayton instead of Canton).
  • Planning and Zoning Re: Adult Entertainment.
  • Workshop:

    Frink Am update:

    Supervisor Cantwell discussed "Frink America Remediation Committee Meeting" on May 31, 2005. (See attached meeting minutes.)

    Surplus computer hardware policy:

    Supervisor Cantwell discussed replacement of computers at Highway Dept., Administrative Clerk and Town Clerk’s offices. Town Board discussed surplus computer hardware policy. The Town will put on its bulletin boards for all employees to bid on the surplus computer hardware and have it go to the highest bidder. If no employees are interested the Town will put out for public bid.

    Union negotiation committee:

    Supervisor Cantwell discussed the Union negotiation committee; consensus of the Town Board is for Supervisor Cantwell and Councilman Taylor as Town representatives on the Union negotiation committee and Councilman Turcotte fill in for Councilman Taylor if necessary.

    Fuel bid:

    Town Clerk opened fuel bids at 5:15 p.m. Town received 2 bids:

  • Suburban Energy Services (See attached bid).
  • Griffith Energy (See attached bid).
  • Motion by George Kittle, 2nd by Justin Taylor for Supervisor to check on the Variable and fixed prices and to go with lowest bidding price on fuel oil and LP gas. Motion carried.

    Appraisal:

    Town Board discussed Taxpayer’s contesting his assessment. Consensus of Town board is to touch base with Paul Warneck, Jefferson County Real Property, and analyze after the appraisal.

    Consolidation Committee:

    Councilman Taylor stated that the Town Clerk and Village Clerk met and discussed what tasks they can do that can be done by both entities for shared services. Mr. Taylor stated that the Consolidation Committee would like to meet with the Clerks on Wednesday, July 6th, 2005, at 7:30 a.m. at the Village Office. Councilman also stated that he would like to have a joint Public Hearing for the Town and the Village to seek public input on co-locating Town and Village Offices.

    Motion by Justin Taylor, 2nd by George Kittle to set a Joint Public Hearing on Wednesday, July 13th, 2005, at 6:45 p.m. at the Town of Clayton offices to seek any public input on co-locating Town and Village offices. Motion carried.

    Councilman Taylor stated that at 6:30 p.m. on July 13th, 2005, Kyle Barton from the Youth Commission will do a presentation on more space.

    Set Grindstone Island meeting:

    Motion by Donald Turcotte, 2nd by Vivian Black to have the Workshop meeting on Wednesday, July 27th, 2005, at 5:00 p.m. at the Grindstone Island Schoolhouse. Motion carried. The boat will leave the Village docks at 4:00 p.m.

    Set Depauville meeting:

    Motion by George Kittle, 2nd by Vivian Black to have the Workshop meeting on Wednesday, August 24th, 2005, at 5:00 p.m. at the Depauville Library in Depauville. Motion carried.

    Supt. Boulton discussed:

  • Floating dock has been repaired on G.I. (Need to take a serious look at what to do with the main dock, what the Town can afford and discuss whether it is cheaper to put in floater rather than fix fixed dock.)
  • Putting out for bids the pumping of tanks for the Depauville Sewer District and put on a 5-year pumping cycle.
  • Getting sand from Bach’s, (possibly cheaper than doing it ourselves). Motion by Justin Taylor, 2nd by George Kittle to put out for bid for July 13th, 2005, meeting. Motion carried.
  • Problem with Tanker, requested renting one for the summer and putting old one out for bid. Discussion followed and it was indicated no funds left in Highway equipment budget.
  • Councilman Turcotte discussed:

  • Town of Lyme – containers at Transfer Site
  • Boiler repair at Depauville Community Center
  • Motion by George Kittle, 2nd by Vivian Black to adjourn meeting at 6:10 p.m. Motion carried.
