AMENDED MINUTES
The regular meeting of the Town Board of the Town of Clayton
was held in the Board Room with the following present:

Supervisor Cantwell opened the meeting at 5:00 PM.

Judge Clarence Giles’s August 2005 report. (See
attached report.)
Judge Clifford James’s August 2005 report. (See
attached report.)
Office of the State Comptroller Quarterly Statement of
receipts & disbursements, distribution of reports and fees,
explanation of fees paid and distribution code legend.
Letter dated 9/14/05 from Douglas Eberhart
E-mail from Teresa Mitchell of Seaway Trail, regarding a
20% match payment for the Seaway Trail Interpretive Sign
recently placed on the corner of Riverside Drive and John
Street. It is a possibility that Village, Town & chamber of
Commerce might be able to go in on this request.
Classified Ad placement for a joint Town of Orleans &
Town of Clayton Assessor position.
Phone call from Frank Kirkey of Experienced Works Inc.;
Next week is National Employ the Older Worker Week (9/18 –
9/24). There will be a press conference at the Paynter
Senior Center on Monday, September 19th at 11 AM.
Motion by George Kittle, 2nd by Vivian Black,
to recognize the week of 9/18 – 9/24 as National Employ the
Older Worker Week. Motion Carried.
Motion by George Kittle, 2nd by Vivian Black
to approve the minutes from August 24, 2005, as amended. Motion
Carried.
Public:
Sharie Derrickson inquired if anyone has seen today’s TI Sun
article on the front page, Operation HOST designed to aid
Katrina victims. The HOST (Helping Others Survive
Tragedy) organization, was founded by Jane Aikins and several
others who were affected by the human sadness they had seen TV.
She suggested the Board might want to read the article.
Supervisor:
Motion by George Kittle, 2nd by Don Turcotte,
to approve the Supervisor’s Report for August 2005. Motion
carried. (See attached report.)
Motion by Justin Taylor, 2nd by George Kittle,
to approve abstract # 9 of 2005, voucher #1104 thru #1224
totaling $88,386.21. Motion carried. (See attached abstract.)
Motion by Justin Taylor, 2nd by Vivian Black,
to approve Budget Transfers. Motion carried. (See attached
sheet.)
Budget Worksheet Status: Sheets have been distributed to
department heads. The first budget meeting with the Supervisor
and Jim Yuhas is tomorrow AM. All sheets are requested to be
back ASAP.
Local Government Conference:
This will be held on October 18th at Potsdam. All
Planning Board members, Supervisor Cantwell, Kathy LaClair and
Henry LaClair will be attending. Mr. Taylor stated he might
register on site the day of.
Computers:
Supervisor Cantwell alerted the Board that his laptop
computer and the Server that backs up all computers has been
acting up. He has spoken with ComputerMan and received an
estimate of $4,950 to replace both units. Board discussion
followed and consensus is the funds will need to come from the
contingency fund. Three computers already purchased this year
has all but maxed out the computer account
Frink America:
Supervisor Cantwell gave report. (See attached sheet.)
He reported that the Asbestos Abatement contractor, who is on
the site, might be using WD Bach as a subcontractor for removing
the roof on the main building.
Motion by George Kittle, 2nd by Don Turcotte,
to pay Sheen & Shine (S & S) $16,743.75 as recommended by the
BCA Engineers for Payment No. 1 – Asbestos Abatement. Motion
carried.
Supervisor Cantwell discussed the Estoppel Notice and stated
that in early October we should be ready to do a $750,000. BAN
for Frink working capitol.
Discussion of one pole barn structure (60’ X 100’) on Frink
property and putting it out for quotes for disposal.
Highway Supt:
Superintendent Boulton discussed:
Closing Grindstone Island School soon.
Salt prices are up; they are currently $35.05 a ton as
opposed to $33.74 a ton last year.
The State has restructured the bidding for their salt
contract. We might want to look into putting one or the
other municipality on the list to preserve a lower price.
Fuel prices currently at $1.90 as opposed to $2.31 just
recently.
Salt Shed grant has been submitted. We could know as
soon as the end of September the outcome.
Frink America report: Personnel have been working there
today and will also work there tomorrow. All lights were
taken down today because of mercury. The sign came down and
has gone to the TI Museum; the wrought iron gate came off
and will go to the Frink family; the staircase will be
removed tomorrow. The Town now needs to apply for a permit
to the Rodman Landfill.
Pelo Road will be finishing the shoulders and then
blacktopping a portion.
Village’s Breakwater - Dock was removed today and moved
to the Antique Boat Museum for the winter months.
Committee reports:
Vivian Black discussed:
Grindstone Island School is readying to be closed for
the season.
Paynter Seniors are enjoying a trip at this time.
Superintendent Boulton stated there would be two fire
hydrants going in on Strawberry Lane. The water will be shut
down to the area within the next couple of weeks. They will
try not to interfere with Prestige meal preparations at the
Paynter Center.
George Kittle discussed:
Youth Commission, nothing to report at this time.
Questioned if it would be appropriate to send a letter
from the Town to Senator Hillary Clinton for taking the time
and interest in the local area.
Justin Taylor discussed:
Consolidation committee meeting will be tomorrow morning
at 7:00 AM at the Village Municipal Building, at which time
there will be a discussion on having a teleconference call
to Boonville concerning their combined municipal structure.
GIS we will ask Rob Campany for a recommendation.
Request that $10,000. go into the budget for matching
GIS funding as related to possible grant.
Need a process for when any unused site plan escrow will
be refunded to an applicant.
Mileage rate has gone to .485 by the State as of 9/1/05
due to gas prices. Possibly the Town could change their rate
at the next meeting.
Donald Turcotte discussed:
Depauville Sewer Board is looking into having the sewer
levy information go to attorneys like the tax bills do for
land transactions.
Heritage Heights nothing to report at this time.
Recreation Park question wondering if there are any
numbers on the people using/visiting the facility.
Metal prices: S & S is now paying $40.00 per ton, while
KIMCO is currently paying $5.00 and will up to $25.00 per
ton. Superintendent Boulton indicated that Town of Orleans
has changed.
New Business:
Reminder that next Wednesday, 9/21 at 5:00 is the Budget
Workshop.
