The regular Workshop meeting of the Town Board of the Town of Clayton was held in the Board Room with the following present:

Supervisor Cantwell opened meeting at 5:00 p.m.

   Town Clerk:

Motion by George Kittle, 2nd by Vivian Black to approve minutes of May 11, 2005, as written.  Motion carried.

   Clayton Celebrates Summer, parade:

Supervisor Cantwell discussed the “Clayton Celebrates Summer parade scheduled for Sunday, July 24, 2005.

   Lifeguards:

Motion by Donald Turcotte, 2nd by Justin Taylor to approve the following Lifeguards and their rates of pay at Recreation Park Pool:

            Allison Sisler – Director                        @$10.00 per hr.

            Brooke Bazinet – Head Guard @$9.00 per hr.

            Meredith Paddock – Head Guard         @$9.00 per hr.

            Rebecca Schmitt – Guard                     @$8.00 per hr.

            Maureen Hummel – Guard                    @$8.00 per hr.

            Canaan Stage – Guard                          @$8.00 per hr.

            Caresse Duford – Guard                       @$8.00 per hr.

            Sauliss Martinez – Guard                      @$8.00 per hr.

   Supervisor:

Supervisor Cantwell discussed:

-               Troy-Banks contracts signed.

-               Land Trust – They received a Grant for Environmental display. 

-               New mowing person on Grindstone Island Cemetery.

-               Letter and Resolution sent to St. Mary’s Church for dedication.

   Public:

Dalton Foster, President of the International Water Levels Coalition and his wife Nancy who is the Secretary of the IWLC made a presentation to the Town Board.  The results of a five-year, $20 million study on water levels, know as the Lake Ontario-St. Lawrence River Study (LOSL) launched by the International Joint Commission (IJC) has been released, and according to Dalton Foster, the choice of plan for maintaining appropriate water levels is clear – Plan B.  Plan B is best for the environment of the area stated Mr. Foster.  He reviewed all proposed “plans” for the Town Board.  Mr. Foster said that the IJC will be making its final decision as to what plan should be put in place sometime over the next winter season and what they decide will probably become the regulation they use for the next 40 or 50 years.  Mr. Foster urges all citizens to attend an LOSL (Lake Ontario-St. Lawrence) public meeting that will be held Thursday, June 23, 2005, at 7 p.m. at Bonnie Castle in Alexandria Bay, New York.  (See attached information.)  Mr. Foster asked the Town Board to attend this meeting.  He also stated that there would be a Water Level Summit (3) on August 27th, 2005, at the Opera House upstairs.

Karen Lago, Assistant Director for Save the River, supports Plan B and stated that it is the best plan that most closely resembles the natural flow of the river and that it was important to the ecology.

   Workshop:

   Quarterly budget review:

Supervisor Cantwell stated that at our next Board meeting the Town will discuss budget issues and review hi-points of the budget, an example is the Heritage Heights Sewer District budget review and determined what we will be eligible to pay down on the BAN this year.  He stated that the first meeting of the month will be our business meeting and the 2nd meeting will be for other topics.

   Local government cooperation panel:

Councilman Taylor discussed being on a teleconference panel in Albany for local officials on Monday, May 23rd, 2005, to answer questions from all over the state.  The panel talked about cooperative agreements, shared services and combined services etc.

Councilman Taylor also discussed his Consolidation Committees’ findings on the Clerk’s operations.  Both Clerks have turned in their reports.  He stated he would like the Clerks to meet and discuss what tasks both offices could share and have a report by the Town Board meeting on Wednesday, June 22nd, 2005.  Town Clerk stated that both offices are busy with taxes at this time and end of the fiscal year tasks for the Village.  He also discussed a sub-committee looking into the combining of the Clayton DPW and Highway Depts.

   Depauville Water status:

Supervisor Cantwell stated that the Town is moving forward and getting phone numbers of people who have not signed the petition on the proposed water district on NYS Route 12 for canvassing.

   Tentative Equalization rate:

Supervisor Cantwell stated the Tentative Equalization rate for this year is 77%.

Supervisor Cantwell also discussed the Assessor position.  The Town Clerk will send letters to the applicants who have applied for the Assessor position and tell them that the position will be re-advertised in July or August and they will receive a copy of the notice.

   Property lines at T/S:

Supervisor Cantwell discussed the property lines at the Transfer Site.  Rear property line has not been finalized (map being finalized).  Have had some neighbor problems in the past on the front line and the eastern sideline.

   Frink America, Lions, JCJDC:

Supervisor Cantwell discussed his presentation to the Lions Club on Monday May 23, 2005, re:  Frink America property progress.  He stated that the Club was very interested what was going on with the Frink America property.

Supervisor Cantwell discussed a presentation for the JCJDC at the Opera House on June 10th, 2005, at 8:30 a.m.  Mayor Sephton will be making a presentation on the Deep Water Port, Supervisor Cantwell will be making a presentation on the Frink America property and Donna Cantwell will be making a presentation on the Opera House.

   Town Board discussed:

The Town Board discussed taking tires at the Transfer Site and the charges for the tires.

Consensus of the Town Board is that all disregarded Town tires go to the transfer site.

Motion by Vivian Black, 2nd by Justin Taylor for Councilman Turcotte to establish the charges that Keith has set for receiving tires at the Transfer Site.  (See attached schedule.)  Motion carried.

   Supt. Boulton discussed:

Supt. Boulton discussed the cleanup of cars set up for Grindstone Island.  Ron White will pick up all metal, cars and white goods, and at no cost to the Islander.  Mr. White will pay for transportation to the mainland and disposal.  Town will inform the residents of G.I. when this will happen as an informational service to the Island but have no official involvement in this car/metal pickup.

   Councilman Taylor discussed:

Councilman Taylor stated that at this time Keith Wood (Recreation Park) needs help due to the fact he has people out on disability.  Town Board supports Mr. Wood in whatever he needs to get the job done.  Supt. Boulton stated he could possibly help with one man at this time.  Mr. Wood is currently looking to replace some open part-time position(s).

   Kathy LaClair, Interim Assessor discussed:

Kathy LaClair stated that there were 13 people signed up for Grievance Day on Thursday, May 26, 2005, from 3:00 p.m. to 5:00 p.m. and 6:00 p.m. to 8:00 p.m.

Motion by George Kittle, 2nd by Vivian Black to adjourn meeting at 6:45 p.m.  Motion carried.
