AMENDED MINUTES

The regular workshop meeting of the Town Board of the Town of Clayton was held at the Grindstone Schoolhouse on Grindstone Island with the following present:

Janet McPhail, President of the G.I. Schoolhouse Board thanked the Town Board for having their meeting at the Schoolhouse and for the support the Town has given to the Schoolhouse for their summer programs on Tuesdays and Thursdays, their gardens, dance lessons and Scholarships to the descendants of Grindstone Island residents.

Supervisor Cantwell opened meeting at 5:00 p.m.

Town Clerk:

Motion by George Kittle to approve minutes from July 13, 2005, with a change. Motion carried.

Public:

Matthew Turcotte, Eagle Scout badge:

Matthew Turcotte who is working on his Eagle Scout badge, and for his project he would like to replace the flagpole at the G.I. Cemetery and also put a plaque on a rock at the site. Councilman Kittle read what the plaque would say. Matthew stated it would cost approximately $600.00 and that he would raise the funds through fundraisers starting now and hopes to do the project next spring. He asked the Town for a recommendation letter to do this project.

Motion by Justin Taylor, 2nd by Vivian Black for the Supervisor to write a letter of support for Matthew Turcotte to replace the flagpole and put a plaque on a rock at the G.I. Cemetery. Motion carried. Supt. Boulton stated that he would help Matthew move a rock from G.I. to the site when needed. A representative of G.I. and the Dodge Hall stated that they will donate a $100.00 to start the project.

Supervisor Cantwell asked Janet McPhail, President of the G.I. Schoolhouse and Heritage Research Center for a letter of support for Matthew and his project.

Supervisor:

Rate change for one lifeguard:

Motion by Vivian Black, 2nd by George Kittle for a rate change for lifeguard Kelsey Sherman at $7.50 per hour. Motion carried.

Part-time employee at Rec. Park:

Motion by Donald Turcotte, 2nd by Justin Taylor to approve James Carnegie as a part-time employee at Recreation Park for the rest of the season at $8.00 per hour and seasonal as needed. Motion carried.

Resolution on Plan B:

RESOLUTION NO. 36 of 2005 offered by George Kittle, 2nd by Justin Taylor, a resolution endorsing Plan B to regulate the outflows of Lake Ontario and the management of the levels of Lake Ontario and the St. Lawrence River. Robert W. Cantwell aye, Vivian Black aye, George Kittle aye, Justin Taylor aye and Donald Turcotte aye. (SEE RESOLUTION BOOK.)

Grindstone Island:

Upper Town Landing and Roads:

Charles Matthews, a resident of the Village of Clayton and Grindstone Island said that he had concerns about potholes on the island "they are in the same place every year," he said, adding that the potholes were as bad as they were 40 years ago, and that several areas on the island were in great need of road repair, and that many areas flood. However, most of the island residents present disagree with Matthews that the roads were in such disrepair and said that the roads were in the best shape they have ever been in. "The roads have been much better these last five years than they ever have," island resident Sylvia Anderson-Shoultes said, adding that highway superintendent Robert Boulton has done a "great job" addressing previously-neglected road problems. Supt. Boulton stated that his crew has worked diligently to try and improve the island’s roads. Supt. Boulton invited Mr. Matthews to go on a tour of the island with him to address his concerns.

Summer resident Christopher Matthews said that he felt that the potholes were a maintenance issue and that not enough money was being expended to correct the major deficiencies, given the island’s tax base. He wanted to know what would be wrong with taking fifty or one hundred thousand dollars and fix some of these problems instead of throwing five, ten thousand dollars a year at it. Supervisor Cantwell and Councilman Taylor stated that they were unaware that there was such a road problem and that the Town Board has come over to the island every year and the feedback from residents on the island had been positive. Supt. Boulton said he would do his best to address road concerns on the island.

Docks:

Christopher Matthews said that he also felt that the town should look into ways to obtain money to repair the fixed dock at the upper town landing and that stashing money away a little at a time would not be enough to make all of the necessary repairs. Currently, the town has $12,000 earmarked for dock repair. Supervisor Cantwell said that one way to fund the project would be for the island residents to petition for a dock district, but that he was against raising town taxes to get the money. A dock district would require that only island residents pay for the construction and maintenance of the dock.

Councilman Taylor said he felt that some of the damage to the dock was due to recklessness on the part of some who use it. There is disregard and misuse of the docks. The Town has repaired and put in a new floating dock, and I understand that that has seen its share of motorized vehicles on it, Taylor stated. Chris Matthews said that a barrier be constructed that would block cars from driving on the dock.

Supt. Boulton reminded the residents of G.I. that Ron White would be picking up old cars and white goods (metal) with the next week or two.

Cemeteries:

Supervisor Cantwell said that Mr. Heck who is mowing at the Upper Cemetery is doing a great job and the cemetery looked great for the services on Memorial Day. The lower cemetery is being maintained by Mr. Rusho.

Research & Heritage Center:

Janet McPhail, President of the Research & Heritage Center (Schoolhouse) said that all is going well with the summer classes at the schoolhouse and thanked the Town Board for their support.

Emergency services:

Rolly Churchill, Director of the Thousand Island Emergency Rescue Service (TIERS) said he has been working with island residents to obtain and train people how to use an automatic external defibrillator (AED). He said he has received a grant that would help pay for one defibrillator, and another is being purchased by the island’s church members, which will make 2 defibrillators for the island, but now have the task of training people and where to put the AED’s. Mr. Churchill said he would be meeting Sunday, August 7, 2005, after church services, with members of the church to discuss the first AED to be place on the island and he encouraged island residents to become CPR qualified. Mr. Churchill stated that "I am not going to be a stranger here, we need to do some work on Grindstone – you are important to me".

Councilman Taylor discussed the Joint meeting between the Town and Village on July 13th, 2005, Re: Booneville field trip, he has talked with the Town of Booneville and they stated they would welcome the Town and Village Boards at any time to come visit there new facility that houses there Town and Village.

Motion by Justin Taylor, 2nd by George Kittle to close meeting at 6:25 p.m. Motion carried.
