Affordable Housing, Inc., dated March 13th informing
us that they are applying to the NYS Affordable Housing Corp.
for an owner occupied rehabilitation of one to four family
occupied homes. Also a reminder that their Mobile Home
Replacement/New Construction Program is available for low income
families and that they also have funding in Jeff. Co. for
accessibility renovations for low income families to accommodate

Grievance Day to the Wednesday following the 4th
Tuesday in May, due to our Assessor having more than one

RESOLUTION #30 of 2006 offered by
Donald Turcotte, 2nd by Bonnie Rose, for the Town of
Clayton Tax Collector to keep up to $5.00 over payment of town
taxes submitted and to pool said money and use to compensate for

Public:
Legislator Mike Docteur discussed:
- Sales Tax Elimination -
This elimination on clothing under $110.00 is being
considered at the County Legislature. Mr. Docteur is against
this proposal as the county will have to shift the lost revenue
to the property owners. Approximate per year figures indicate
that the Town of Clayton would have a loss estimate of $69,454
and the Village of Clayton would see an approximate $27,335
loss. General consensus of the Clayton Town Board is to
support keeping the sales tax as is presently.
- Highway Issue - Mr.
Docteur has had a discussion with the State D.O.T. about a
5-year plan for road improvements to NYS Route 12E between Cape
Vincent and Clayton. He indicated that a portion near Cape
Vincent is on the list for improvement. Councilman Kittle
indicated that he would like to see the Bike Trail finished
along the designated Seaway Trail. Supervisor Cantwell
indicated that this Board would also like to see the entire NYS
12E with improved shoulders and made safer.
- Frontenac Crystal
Springs – Mr. Docteur indicated he was waiting for one of
the Colello’s to return from the south. A meeting date has now
been set for Wednesday, April 26th at 10 AM at the
farm on Middle Road, LaFargeville. Those asked to be in
attendance will be Donald Alexander, Phil Reed, Robert Cantwell
Jr., Jack Stopper & Mike Docteur.

Bartlett Point Road & Rte. 12E West
Potential Sewer Extensions:
Robert Campany, PE of Bernier, Carr &
Associates, P.C. distributed and explained to the Board
preliminary information regarding a potential sewer district in
the Town of Clayton in the area of Route 12E and Bartlett Point
Road intersection. (See attached.)
After discussion it was the consensus of
the Board to do a survey of the potential residents. Potential
costs per year per user would be $650.00.
Rec. Park ¾ Ton Truck Spec Bid:
A snag has developed in the amount of
allowance to the dealership, so we will throw out the bids and
look at the state contract which is a Ford at this time. Any
repairs will be done in Watertown.
Town of Lyme Trash Hauling:
We have taken the option to cancel our
arrangement with the Town of Lyme for trash hauling. We were
still working on the 2005 contract and were notified by Lyme
that there would be an increase to the $100.00 per lift or they
would have to cancel the contract. Supervisor Cantwell spoke
Monday with Lyme Town Clerk and informed her that the Town of
Clayton has selected to cancel the agreement and the Town of
Clayton would be taking a different avenue of trash hauling. We
expect that the townships will still continue to work closely in
the highway departments.
Youth Commission Raffle:
Supervisor Cantwell stated he had a
conversation with Atty. Joe Russell concerning the raffle.
Atty. Russell indicated that although it is not unusual to do
fundraising for projects, the Youth Commission Board is an
extension of the Town & Village boards and as such are not
allowed to hold raffles. If the Youth Commission wants to
establish a separate booster club, with separate officers, that
booster club could hold raffles.
Councilman Kittle indicated that the Youth
Commission had applied on November 3, 2005 and received their
permit number from NYS Racing & Wagering. “You would have
thought if the Youth Commission wasn’t suppose to have a permit
number, that Racing & Wagering wouldn’t have processed that
application.” The Youth Commission is trying to raise money to
complete the dugouts and do upkeep to the fields. It was
pointed out that they were supposed to get the license from the
Village of Clayton.
Thousand Islands Performing Arts Fund:
Mary Mascott has asked to address this
board at the April 26th meeting. She is looking to
update our agreement and get confirmation of support.
Councilman Taylor expressed he would like
any information before hand or not be asked to vote on it that
night.
Highway Superintendent:
1. Truck Bid will be
thrown out on the 1 Ton. Phinney’s Chevy & Olds was the
successful bidder however the manufacturing allowance changed.
Mr. Boulton would like to instead get a low bed trailer. We
currently have a 50Ton trailer that needs substantial repair and
would be looking for a 35 Ton trailer.

by George Kittle, to advertise for bids for a 2006 35-ton
detachable Gooseneck trailer. Motion carried.

Road side trash pickup has been completed.
3.
Road sweeping is just about done.
4.
Tomorrow, 4/13 starts 10 hour days at the highway dept.
5.
The rough grade has been completed on the dirt roads.
6.
Refresher HAZMAT training was completed last week.
7.
Now sealing the floors in the truck bays at the garage.
8.
Peter Marks, G.I. – Cross Island Rd, past Bubby’s is not
maintained, but the Town of Clayton has an easement. The Town
is doing nothing with this property, but is keeping the easement
to the river.
9.
Road standards need to be looked at for minor, major or
private roads. They have to be built to specs for emergency
vehicle access. Superintendent Boulton stated he will work with
the Planning Board on this.
10.
Concerns of ULSD – we must be compliant by October 15,
2006. This will be a cost at the fuel depot.
11.
Spring road tour will be May 5th. We will
meet at the highway garage at 9 AM.
12.
Depauville Sewer meeting will be May 4th at 9
AM.
13.
Sending to auction at the Watertown Fairgrounds: 1978
Mack #72; two (2) Army Trucks and 50 Ton trailer.
14.
Excess Equipment – One-Ton Ford dump truck and an old
truck on G. Island single axle Mack.
Motion
by Bonnie Rose, 2nd by Donald Turcotte, to
authorize the disposal of the excess equipment by public bid
process with a minimum established. Motion carried.
Councilman Justin Taylor inquired if the
Town Highway could extend the parking lot on the south side of
the new Fire Station on Graves Street, the end toward Niagara
Mohawk. Also he is looking for the highway to provide trucking
from Watertown of paving materials, provide manpower & equipment
from highway & Rec. Park employees with the okay of the Dept.
Heads. If the Town Board approves this request the Fire Dept.
would pay the Town for these services. Consensus of the
Board that this is okay.

Depauville Community Center boiler.

Transfer Site pile of tires are gone. Also since we own
the property where some articles have been left, we need to
dispose of graded stone, iron, etc. and get that area cleaned
up.
Heritage
Heights Sewer District:

We have received notification from the Village Board that
the
Rates for
this district will be increasing for the next year.

The village has recanted the sewer rate to last years
rate and
Will be
sending a new contract and billing.
