The responsibility of the Superintendent is to
inspect and oversee the maintenance of roads, supervise the staff, town
vehicle repair and maintenance, building maintenance, interact with the New York State Department of
Transportation, Jefferson County Highway Department and the Village of
Clayton DPW, and to prepare and manage a yearly budget.
The Town equipment range in size from snowplows, road
graders, manlifts, dump boxes, and dump trucks to push mowers and chainsaws. Our Highway garage is
a completely equipped repair shop where the majority of our equipment
maintenance and repair is done. The Town of Clayton Highway Department
employs 10 fulltime and 3 part time employees & a fulltime Highway Clerk.

Documents
The Jefferson County
Highway Superintendents Association created a committee to investigate
shared highway services contracts over a year ago. Since that time, they
have worked closely with NYS Rural Resources and have compiled the included
documents that they believe recognize the need for a straightforward
approach to shared services consistent with applicable statutes, so that
insurance coverage will be assured, liability will be limited, proper
accounts will be kept, and that municipal governments will operate
efficiently and effectively. Please review the Resolution, Shared Highway
Services Contract, and Memorandum and share them with your Municipal
Attorney and Insurance Providers. In these examples, we have used the Town
of Clayton as a model. We are sharing this information with you so that we
can ensure that all towns and villages within the County have an opportunity
to provide feedback prior to this initiative being adopted throughout the

The Highway Department maintains approximately 125 miles of
roads within the town, which consists of 76 Town roads, 36 miles of County
roads, and 9 miles of State roads for the safety and welfare of its users.
During the winter months there is 24-hour coverage,
7 days a week, for clearing of these roads (depending on snow conditions).
The Highway Department also has a night shift from 7 PM until 3 AM Sunday
thru Thursday, from November thru March.
During the summer months the schedule is maintenance
of roads which includes road surfacing, paving, pothole repair, signage,
roadway markings, drainage, tree and brush cutting within the Town's right
of way. The Highway Department has an on-site
Meteorlogix Storm Sentry Weather Center via satellite. The weather is
updated every five minutes and is used to track storms, allowing the
Superintendent to access his work crew and schedule when needed to keep the
roads opened. The Weather Center is also used throughout the summer
for work to be scheduled, especially paving of roads. This, again,
allows the Superintendent to schedule jobs. This Weather Center is
shared with the Village of Clayton. The Town of Clayton Highway
Department and the Village of Clayton Department of Public Works share a
Joint Highway Facility, occupied since November of 1994.
The Highway Department has two Intergovernmental
Agreements between itself and the County. One is relative to Road and
Bridge Maintenance Services; covering construction and reconstruction of
County Roads which include roadside litter removal, roadside mowing, and the
disposal of non-domestic dead animals. The other Agreement is for a
Satellite Office, Maintenance District 1, consisting of office space
providing support facilities such as phone service, printer availability,
internet service, and garage space for County vehicles. The Highway
also provides the County access to tools, hoists, lifts, etc. for
maintenance of these vehicles.
The Highway Department is also involved with shared
services with other Towns, the Village of Clayton, Jefferson County, and the
Thousand Islands High School.
The Highway Department shares in a Gas Boy System
which is a diesel and gasoline storage and dispensing facility with the
Village and T.I. Central School. This system is located at the Bus
Garage. The gas boy allows the entities to purchase in tanker
quantities. Reports are generated by computers summarizing fuel usage,
fueling dates, user, and quantities of fuel.
The Town of Clayton has a Fire District and an
Emergency Rescue Service. The routine maintenance work is done on
these vehicles by the Highway Department staff at the Joint Highway
Facility. The Highway Department has in place a Fleet Maintenance
Program that allows the vehicles to be tracked for routine work and any
prior repairs or repairs to be made.
