The Town Board of the Town of Clayton held a regular meeting at the Municipal Building, Clayton, New York with the following present:

Public: Jeff. Co. Legislator Mike Docteur indicated that monitoring water tables is now being done by Jefferson County. This is being done to collect data for Federal Relief funds that is available.
Cheryl Mayfair, of Clayton Figure Skating inquired if ice time could be brought up to 10/1. She felt that the Board could consider increasing over a period of time the budget to accommodate an earlier start date for skating. She sited testing of the children as part of the reason for an earlier start date. She would be willing to help look and apply for grants to assist in an earlier start date.
Jennifer Caddick, director of Save the River expressed her thank you, not only to the Town, but also to Leg. Docteur for passing legislation concerning the invasive species. The Great Lakes and St. Lawrence River have been subjected to at least 183 invasive species introductions with several spreading to other regions and thus causing irreversible ecological damage and contributing to severe economic loss for these regions. She is happy to see that the towns along these waterways are now showing their support.
Kenneth Knapp thanked Leg. Docteur for his help with the ballast resolution. Mr. Knapp also thanked the Town for having the Maple Ridge Wind Farm tour. Mr. Knapp also questioned if the Town is thinking of revamping the Local Law concerning Wind Tower and Turbines.
Supervisor Taylor indicated that the Town is not thinking at this time of revamping the Local Law.
Town Clerk: Introduction of Deputy Clerk: Town Clerk LaClair introduced Amy Barton as the new Deputy Clerk. Mrs. Barton received some training Tuesday by attending the Potsdam Local Government Conference.
Minutes: Minutes will be reviewed at the next meeting.
Correspondence: - Clayton Chamber of Commerce 2007 Fall Banquet will be Thursday, 10/11 at the Clipper Inn. (See attached.) - Notice of schedule for the fall from Jefferson County Real Property to the Tax Collector. (See attached.) - Grants Action News – September 2007 issue received. (See attached.) - TILT’s Fall 2007 issue of Reflections received. (See attached.) - Judge Clarence Giles September 2007 report. (See attached.) - Judge Clifford James September 2007 report. (See attached.) - October 2007 issue of Friends Focus from Hawn Memorial. (See attached.) - NYS Local Retirement System projection of February 2009 town participation as employees. Lead time on projections is 17 months. (See attached.)
Resolutions: RESOLUTION NO. 42 OF 2007 offered by Paula Baril, 2nd by Donald Turcotte, for the Friends of Libraries week proclamation for Friends of Hawn Memorial Library. Justin Taylor aye, George Kittle aye, Donald Turcotte aye, Lance Peterson aye and Paula Baril aye. (See Resolution Book.)
RESOLUTION NO. 43 OF 2007 offered by George Kittle, 2nd by Lance Peterson, a resolution urging the federal government to pass legislation to control the introduction of aquatic invasive species. Justin Taylor aye, George Kittle aye, Donald Turcotte aye, Lance Peterson aye and Paula Baril aye. (See Resolution Book.)
Supervisor: Supervisor Report: Motion by George Kittle, 2nd by Donald Turcotte, to approve the Supervisor’s Report as presented. Motion carried.
Bills: Motion by George Kittle, 2nd by Polly Baril, to approve Abstract #10 in the amount of $420,195.54. Motion carried.
Budget: Motion by Polly Baril, 2nd by Lance Peterson, to set a Public Hearing date for the 2008 Town Budget on Wednesday, October 24th at 6:00 PM. Motion carried.
801 Update: The agreement with 801 is due to expire on 1/31/08. They haven’t paid a fire district tax since 1995 which has a significant impact to the Fire District Budget. Supervisor Taylor has spoken to the Assessor about going back one (1) year to collect for these taxes.
Potsdam Local Government Conference: Town Clerk LaClair stated her seminars were well attended. Information this time was basically a review, however great information for Mrs. Barton. A big disappointment was the afternoon class that was cut short due to the Governor being late to arrive for his presentation. The afternoon class had to due with Dept. of Health issues relating to marriages, death & birth certificates.
Councilwoman Baril attended shared services seminars and gleaned some information however she didn’t feel she got a lot of information.
Alicia Dewey, who is working on Intermunicipal Shared Services in regards to the Highway which needs to renew that agreement every five (5) years, did feel the conference offered a lot of information.
County Snow & Ice Agreement: Motion by Lance Peterson, 2nd by Donald Turcotte, to authorize the Supervisor to sign a voucher with Jefferson County for the amount of $157,853 which is payable to us in October at 20% or $31,000 for plowing & sanding County Roads. Motion carried.
Maple Ridge Wind Tour: The Tour will be on Tuesday, 10/16/07. The bus will leave from Recreation Park at 9:30 AM; there will be a bagged lunch and the bus should arrive back around 3:30 PM. There is a one (1) full bus at this time.
Depauville Community Center Update: Supervisor Taylor indicated we have been given a clean bill of health as there is no airborne asbestos in the building. Keith Wood, Don Turcotte and the Supervisor had a meeting last week with the Library Board to quell rumors about abandonment. We will move forward to enhance this building. We will have to bid the project and pay at the prevailing wage. A bid projection will be completed soon.
Training Session(s): Motion by Donald Turcotte, 2nd by Polly Baril, for Nicole Cornaire to attend two (2) training sessions at $325 per session. Motion carried.
Motion by Donald Turcotte, 2nd by Polly Baril, for Alicia Dewey to attend a LWRP training session on 10/24/07 and one (1) in January 2008. Motion carried.
Heritage Heights Sewer: We have so far, for the 2008 Heritage Heights Sewer levy two (2) new homes to add to at Jefferson County Real Property.
Depauville Sewer: Discussion of the Cervantez house on County Route 11, where the house burned is still on the sewer. A question of whether or not this should be removed from the billing list.
Discussion on the Brad Bourcy house as well and of paying the lesser of $1,000 fee or debt reduction amount of $750 or $800+/-.
The ordinance might need to reflect that a person needs to ask to have their place removed from the list and if they change their mind(s), they have to ask to be put back on.
Meeting: Supervisor Taylor indicated that tomorrow afternoon he has a meeting with Assemblyman Aubertine and the Village Mayor. Such meeting is ask for assistance in locating money that could be used for helping with the consolidation renovations/building.
Highway: - Strawberry Lane: got to the end of it today. We will do move paving next week. Before we can pave more, concrete for the curbing needs to be poured. We have been working around a bottle neck at the Pre-School, Medical Office & Senior Citizen Housing. - Frink Development: The Village has a water leak on this property that needs to be addressed. The town will have to pay someone from LU engineering to be on site while that is being repaired. The Town will bill the Village for any bill we receive from this occurrence. - Depauville Playground: Sign for the playground will read “Sunrise to Sunset”. Jefferson County Highway now has their sign shop up and running. We will buy signs from them in the future. - Election Voting Machine: The Town Highway along with Jefferson County Bd. of Elections removed the Election machine from the Depauville Library to the Highway Dept. The machine has since been cleaned of the smoke and dried out from the water. Other than that the machine was not damaged and has been deemed usable for the upcoming election. - Zipper: This machine will be working tomorrow for the NYS DOT, who will be working on the entrance to Heritage Heights. There is revenue to be made on this machine. Supt. Boulton stated there will be no problem making $100,000 in 5 years to pay for the machine. - Pictures: Shown at this evenings meeting is a power point presentation consisting of highway pictures of work being completed a Loves Lane and Pelo Road. - Truck: Bid specs will be put together for the new truck needed by the highway.
Committee Reports: George Kittle: Chamber of Commerce Fall dinner will be tomorrow night. Figure Skating Representative Cheryl Mayforth – We have discussed this in prior years at budget time, but it hasn’t been pushed as high school still is in fall sports, therefore starting ice earlier wasn’t feasible.
Donald Turcotte: Discussed the meeting at Depauville Community Center. Heritage Heights Sewer – We still have problems there. There will be a meeting with Rob Campany of Bernier, Carr to check into this again.
Paula Baril: Paynter Senior Center – Will be having a breakfast this Saturday AM. Methodist Church – Will be having a Turkey Dinner this Saturday night. Hawn Memorial Library – Is again doing its “sweet dreams program” for collection of pajamas for babies to 8 years olds. PJ’s and books will be accepted and dispensed to the Children’s Clinic.
Lance Peterson: Nothing to report at this time.
Cindy Grant distributed to the Town Board Members, some papers that discuss problems associated with wind turbines.
