The Town Board of the Town of Clayton held
a regular meeting at the Village Municipal building with the

Minutes:
Motion by Justin Taylor, 2nd
by George Kittle, to approve the minutes of February 28th
as written. Motion carried.
Resolutions:
Resolution #30 offered by Bonnie
Rose, 2nd by Donald Turcotte, requiring a minimum of
four (4) hours of training per year for all Planning Board and
Zoning Board of Appeals members. Robert W. Cantwell Jr. – aye;
George Kittle – aye; Justin Taylor – aye; Donald Turcotte – aye;
Bonnie Rose – aye. Motion carried.
Public:
CLDC Chairman Jack Stopper, informed
the Town Board there had been a couple members that have
resigned due to relocating. The CLDC had advertised and
received seven (7) applications. Mr. Stopper stated that
interviews were conducted and that the CLDC Board is
recommending to the Town Board to accept Cary Brick and Lorie
Durand as new members to the CLDC. The other applicants maybe
utilized in different committees.
Motion by Donald Turcotte, 2nd
Bonnie Rose, to approve Cary Brick and Lorie Durand as
members-at-large to the CLDC Board. Motion carried.
Bill Udart, Depauville Water Opposition
Committee, distributed a “fact sheet” concerning the
petition process for the Depauville Water District. His
committee feels the percentages needed to pass the petition
process is not obtainable and that the Town should finalize this
project as not obtainable and a dead issue.
Larry Hasseler, Atty. with the
Conboy Law firm introduced himself as lawyer for the Depauville
Water Opposition Committee. He commented that there is no
requirement for the Town Board to take any action and gave the
Town Board a report on the thoughts on this issue. (See

Bills:
Motion by Justin Taylor, 2nd
by Donald Turcotte, to pay Abstract #3, in the amount of
$941,182.72. Motion carried.
Opera House Letter of Agreement:
Motion by George Kittle, 2nd
by Donald Turcotte, for Supervisor Cantwell to sign the updated
O & M Opera House Letter of Agreement. Motion carried.
Highway Report:

Depauville Sewer – pumped the main system.

Heritage Heights Sewer – new floats and different
check valves installed.

Greg Brunelle, Director of Emergency Management –
Supt. Boulton had a meeting with Mr. Brunelle concerning the
disaster relief of 48 hrs during 2/3 & 2/4 snow storm. The Town
highway had 225 hrs of overtime. Sand & Salt will be covered
thru SEMO which relates to approx. $24,000.

Highway employee – back to work with no
restrictions.

Roads – water problems today with flooding of
roads.

Road Exchange with Jefferson County – a draft
Jeff. Co. resolution was given to the County committee last
night and distributed to the Town Board tonight. Wording was
not accurate and therefore will be changed before it goes to
their full board. Jeff. Co. will transfer to the Town of
Clayton ownership of County Roads 10 (1.6 miles), and 128 (0.84
miles), and a portion of County Road 125 (2.39 miles) and the
Town will transfer to the County the Depauville Road (3.76 miles
and from the Town of Brownville line to its intersection with
County Road 179. The County will continue to maintain Bridge
G001 (BIN3339200).
Committee Reports:
Bonnie Rose: Paynter Senior Center -
Minutes of 1/18 distributed.
At PSC’s last meeting there was discussion
of fundraising. They would like to do monthly summer
breakfasts.
The meeting for tomorrow has been cancelled
until next week.
Hawn Memorial Library – Nothing to
report.
Highway – Highway Superintendent
reported. She did stop
to the barn and review the resolution from the
County with
Supt. Boulton.
Geese Peace – Attended as did
Councilman Kittle, this afternoon. The major problems are at
parks. The geese come back to where they’re born. Discussion
of possibly oiling the eggs so they don’t get a chance to
reproduce or use border collies to force the geese off Parks
land. This is a huge economic impact to this area.
George Kittle: Youth Commission –
nothing to report this time. The next meeting is this coming
Monday evening.
Chamber of Commerce – Letter of
request for the Boat Show to use the Joint Town Highway
Facility. Motion by George Kittle, 2nd by
Bonnie Rose, for the Chamber of Commerce to utilize the Joint
Highway Facility on April 12-16 for the Boat Show. Motion
carried.
ZEO Assistant – When Bud Baril
returns from vacation, the committee will interview
three (3) applicants.
Justin Taylor:
Wind Energy – Consensus that Pl.
Bd., ZBA and Town Board
that Justin will do all
media for this project.
Empire Zone – The Town is still
looking at pursuing this. Justin
will ask Denise Trudell to attend a workshop on March 29th
at the City
Municipal Bldg. Councilman Taylor has been talking with Senator
Wright and Assemblypersons Scozzafava and Aubertine for backing
in thisendeavor.
Personnel Committee – Review &
discussion of ZEO salary. Tentative budget will be
$24,500 for the ZEO salary and Assistant’s salary
will be $4,000. Town Board is agreeable to putting forth
those two line items for tentative budget. Town
Supervisor will work with ZEO to finalize other lines on the
budget figures.
Reval – Councilman Taylor looking to
have our reval done user friendly. We need Assessor Trudell
to do a fact sheet.
Donald Turcotte:
Depauville Sewer – as reported we
have pumped the main system.
Heritage Heights – working on fixing
the system.
Depauville Community Center Asbestos –
We have expended just under $7,000 on Asbestos Abatement so
far. Councilman Turcotte has been informed that the Library
Board has now told him that no funds are available to help with
the project. Councilman Taylor indicated that this project
might obtain grant funding that has just recently become
available. Supervisor Cantwell stated we need to advertise in
next Wednesday’s TI Sun for AA bids and have them returnable,
Wednesday 3/28 by 4:00 PM to open at our meeting on the 28th.
This is a $40,000 project and is a public health issue.

Asbestos Abatement Request for Bid returnable by 4:00 PM on
3/28. Motion carried.
Recreation Park – The ice came off
this past Monday.
Transfer Site – Some concrete work
will be done soon.
