June 27, 2007

The Town Board of the Town of Clayton held a regular meeting in the Municipal Building with the following persons present:

 Justin Taylor, George Kittle, Donald Turcotte, Lance Peterson, Paula Baril, Bob Boulton, Kathy LaClair, Nicole Cornaire, Kristina Rusho (TI Sun), James C. Kenney, Augusta Withington, Rob Campany

Town Clerk:

Minutes:

Motion was made by George Kittle, 2nd by Donald Turcotte, to approve the minutes of 6/13/07 with one minor change.  Motion carried.

Town Board Member Placement:

Town Clerk Kathy LaClair indicated an ad ran in the TI Sun on 6/13 & 6/20 requesting submittal of a resume & letter of intent from those interested.  The Town Board has been given all applications that had been received.

Motion by George Kittle, 2nd by Donald Turcotte, based on applications& letters of intent submitted, moved to place Paula D. (Polly) Baril as Town Councilwoman to replace the late Bonnie L. Rose.   Motion carried.

Mrs. Baril was sworn in by the Town Clerk.

Supervisor Taylor stated that it was a pleasure to have Mrs. Baril join the Town Board.  Also noted was the fact the Board now has the same political complexion and gender base as had been originally elected.  

Correspondence:

-                  Letter of “thank you” received from Bob & Donna Cantwell.  (See attached.)

-                  Letter of “thank you” from the family of the late Bonnie L. Rose.  (See attached.)

-                  Received notice from Northern New York Library are presenting a “Digital Photography” workshop being held Thursday, July 19th in Potsdam.  Registration is a must.  (See attached.)

-                  Received Grants Action News for June 2007.  (See attached.)

-                  Received a FOIL request concerning Wind Towers & Wind Farms.  (See attached.)

Resolutions:

Letter received from NYS Unified Court System requesting a copy of the most recent audit or examination of the local court’s records and a copy of a Board Resolution acknowledging that the required examination or audit was conducted.

Discussion followed.  Supervisor Taylor stated that we actually receive & review the Justice’s Monthly reports and they’re so noted in the minutes.  A yearly type audit has not been completed.  Supervisor Taylor stated he would have our accountant review the Court records and verify to the Town Board that an audit has been completed.

Resolution #35 of 2007:

Motion by Lance Peterson, 2nd by George Kittle, authorizing the Town Assessor to do a complete town wide revaluation for 2008.  Justin Taylor –aye; George Kittle – aye; Donald Turcotte –aye; Lance Peterson – aye; Paula Baril – aye.  Motion carried.

Town Engineer – Possible Rural Development Grant Application:

Rob Campany of Bernier Carr & Associates (BCA) indicated that his firm had completed an application for the Town to the United States Department of Agriculture Rural Development (USDA-RD) to acquire funding for technical assistance for possible extension of a sewer district from the Village limits to Fisher’s Landing.

Resolution #36 of 2007:

Motion by Lance Peterson, 2nd by Donald Turcotte, to authorize receipt, use and disbursement of USDA-RD grant funds for purpose of acquiring technical assistance associated with possible sewer district extension form the Village of Clayton to Fisher’s Landing.  Justin Taylor –aye; George Kittle –aye; Donald Turcotte –aye; Lance Peterson –aye; Paula Baril – aye.  Motion carried.

Supervisor:

Bill Pre-payment Authorization:

Motion by George Kittle, 2nd by Donald Turcotte, to pre-pay Upstate Construction $251,394.86 and S & L Electric $23,003.37 for Opera House related expenses.  Motion carried.

Wind Power Public comment:

Supervisor Taylor indicated that the T/V Joint Planning Board has extended the public comment period for another 30-days which would be until 7/15/07.

Wind Power Pilot/Assessing:

A committee consisting of Supervisor Taylor, Ms. Dewey, Jim Yuhas, Denise Trudell, Paul Heckmann, Donald Turcotte & Steve Harter, met this afternoon to see where to go with tax equivalent assessments and pilots in relationship to the Wind Towers & Wind Farms.

ZEO Assistant/Building Code Enforcement:

Supervisor Taylor indicated that he will be bringing the question of Building Code Enforcement back to the table and actively pursuing.

Temporary/Permanent Office Space:

Supervisor Taylor indicated there is a meeting here tomorrow at 4:00 PM, with Rick Tague & Rob Campany of BCA, if anyone can make it.  We will be looking at the most recent conceptual drawings.  Both municipal clerks had a meeting with Rick Tague earlier this week to express some revisions.

Assessment Update:

Supervisor Taylor wanted to again reiterate that the $11.3 million worth of assessment being added to the rolls would generate $22,992 additional revenue for the Town, which would equate to $.003 of our $7,220,000 Budget.  Council people had several people inquiring about the new found money and what was the Town going to use the moneys for.

Reed Point Sewer:

Supervisor Taylor had discussions that were posed to the funding agency concerning the sewer district and it was indicated to him that the Town of Clayton should be okay.

Tefft Correspondence:

Supervisor Justin Taylor has sent a letter to Larry Tefft regarding removal of all debris that is located on our property at the transfer site.  Supervisor Taylor is hoping this issue will soon be resolved.

Potter’s Beach:

A complaint had been received concerning the debris that is on Potter’s Beach.  Supervisor Taylor has had discussions with Thousand Islands Land Trust who owns this parcel privately.

Chamber Fireworks – Biscayne Bay:

The USCG cutter Biscayne Bay will be docked at Frink Park June 29th until July 2nd.  The crew is extending an invitation to the Town and their families to view fireworks from the deck of the Biscayne Bay.  RSVP to Karen at 686-3771.

Business with a Twist:

This will be held at the Antique Boat Museum tomorrow night (6/28) at 5:00 PM.  Town is invited.

Opera House:

A reception will be held Friday night (6/29) from 6 – 8 PM.

Highway Report:

-                  Brooks Drive/Strawberry Lane:  Going good now.

-                  NYS DOT:  Will be milling on 7/9 from the traffic light to Bartlett Point Rd.  It will take them two (2) days to mill & two (2) days to pave.  Our Highway will haul the millings.

-                  Pelo Road:  Shoulders were started today.  We were shut down for a while with an equipment problem, which is now fixed.

-                  County Route 10:  Won’t get to the shoulders until after next weeks shut down.

-                  Equipment Auction:  Sold the crusher for $10,000; the Osh Kosh didn’t sell

-                  Other Auctions:  Will be coming on the Internet and down state.  We will try to sell the Osh-Kosh then.

-                  Zipper Report:  See attached.

-                  Lovers Lane:  Picking up and relaying this road.  Need to think about this now.

-                  Moving Wall:  This was a big project.  We saw a lot of people come through.  This was an excellent and worth well project.  Superintendent Boulton did several reading and witnessed at just about sun rise, some graphs on the wall.

-                  Water:  There will be a bill for bottled water.  Given it has been very hot lately and the men working on the roads and away from the garage, felt it a good way to keep the men hydrated.

Committee Reports:

George Kittle:  No reports to give at this time.

Question concerning a copy of a Joint Youth Commission – Jefferson County Youth Bureau letter to Jim Yuhas from Geneva Phelps Miller, Village Clerk-Treasurer.  Determination that George was talking about two (2) different funding grants, one for 2007 and one for 2008.

Donald Turcotte:  Heritage Heights:  Highway Superintendent Boulton has received two (2) values at a cost of $1,228.  These will be implemented soon.

Depauville Library/Community Center:  We’re collecting copies of the Depauville Sewer Board Minutes and Gus Withington is willing to prepare a grant application if this Board okay’s to submit for the grant.  The grant would be to the North County Library System to receive partial money for part of the asbestos abatement and plumbing fixtures for this project. Councilman Turcotte state that if awarded the stipulation of the grant is the Library stays there for twenty (20) years.

Resolution #37 for 2007:

Motion by Donald Turcotte, 2nd by Lance Peterson, to submit a grant application to the North County Library System on behalf of the Depauville Library/Community Center to receive partial funding for asbestos abatement and plumbing fixtures.  Justin Taylor –aye; George Kittle –aye; Donald Turcotte –aye; Lance Peterson –aye; Paula Baril –aye.  Motion carried.

Lance Peterson:  Clayton Improvement Association:  Wanted the Board to know that the façade grant at the Opera House has a stipulation that would be in the description of the property, that SHIPO will have an interest in this property for seven (7) years.

Paula Baril: Supervisor Taylor expressed a welcome to Mrs. Baril and indicated that Jim Yuhas will have some paperwork for her to fill out.

Committee to liaison to include:  Paynter Senior Center Board & Hawn Library.

Upcoming meeting change notice:

Supervisor Taylor informed the new Board Members that we will be going to Grindstone Island for our 2nd meeting in July.  The boat will leave from the downtown dock at 4:00 PM.  This will be advertised in advance. 

RidgeviewTel:

A copy of the proposal has been forwarded to the Village Board and Shauna  Jetty Sherboneau, Village Trustee will be working on this.

Motion by George Kittle, 2nd by Lance Peterson, to adjourn this regular workshop meeting at 5:59 PM.  Motion carried.
