The Town Board of the Town of Clayton held a regular meeting at the Village Municipal Building with the following present: Robert W. Cantwell Jr., George Kittle, Justin Taylor, Bonnie Rose, Bob Boulton, Kathy LaClair, Bob Boulton, Donald Turcotte (Absent) Supervisor Cantwell opened the regular meeting at 5:00 PM. Town Clerk Correspondence: - Judge Clarence F. Giles January report. (See attached.) - Judge Clifford James January report. (See attached.) - Judge James summary of case load for 2006. (See attached.) - Thousand Islands Central School District letter dated 1/8 requesting use of the pool on 5/30 or rain date 5/31 for their annual “Olympic Planning Day”. (See attached.) - State Education Dept. letter received date 1/16, Federal & State Grant Status Report. (See attached.) - Jefferson County Land Use Planning Workshop Notice. (See attached.) - NYS DEC letter dated 1/17, soliciting applications for the State Wildlife Grants (SWG) Program – applications need to be postmarked by 3/31. (See attached.) - Letter from Collister Johnson Jr., Administrator of the St. Lawrence Seaway Development Corp. inviting local officials to tour Eisenhower Lock to observe winter maintenance activities. (See attached.) - NYS DEC letter with agendas & registration for the “Wastewater Panels” which are coming to Watertown, Wednesday 2/28 at the Dulles State Office Building, 1st floor, conference room. (See attached.) - Letter from Town of Clayton Fire District with election results, copy of ballot, copy of the Amended Bond Resolution as adopted on 12/13/06 and Estoppels Notice. (See file.) - Letter from Empire State Development dated 1/07, concerning the 2010 Census. (See attached.) - Letter dated 1/15 from Insurance Services Office, Inc. concerning determination of insurance classification regarding Public Protection. (See attached.) - Memo from Bud Baril concerning a co-municipal Web Site. (See attached.) - NYS DEC memo of 1/17 announcing public meetings on plan to restore & enhance Lake Ontario & St. Lawrence River Fisheries. (See attached.) - Letter from Collister Johnson Jr., Administrator of St. Lawrence Seaway Development Corp canceling maintenance tour of 2/13. (See attached.) - Notification from 1000 Islands Land Trust about Trekking from winter to spring. (See attached.) - February 2007 issue of Northern Regional Center for Independent Living “Focusability.” (See attached.) - Grants Action News – February 2007. (See attached.) - Memo dated 1/30 from NYS Unified Court System – Chief Judge Kaye’s Action Plan for Justice Courts. (See attached.) - Jefferson County Planning Board Newsletter – February 2007. (See attached.) - Letter dated 2/1 from USDA-RUS Final Plans dated 12/19/06 have been received & reviewed in relation to Clayton Municipal Building. (See attached.) - Letter from Dustin Frost, Water Quality Technician, Jefferson County Soil & Water Conservation District dated 2/6/07 – they have completed a sampling of requested wells in Depauville and have submitted results. (See attached.) - Census 2010 meeting is Wednesday, 3/7 from 2-5 at the Best Western Carriage House in the tiffany Room. (See attached.) - Notice from NYS ORPS our Residential Assessment Ratio is 61.96. (See attached.) - Chili Cook-off at the Joint Highway Facility this Friday at noon. - Received Paynter Senior Center minutes of November & December 2006. (See attached.) Points of Interest: - Supervisor Cantwell was asked to attend a meeting with the Mayor of 801 Housing tomorrow 2/15 at 6 PM. He asked Councilman Taylor to attend on his behalf. - Supervisor Cantwell attended a teleconference with the Seaway Administrator at Bonnie Castle on 2/9 and submitted a report to the Town Board. (See attached.) - Supervisor Cantwell had talked with Assessor Denise Trudell concerning the Residential Assessment Ratio. The Assessor’s indicated this is an accurate ratio. Minutes: Minutes of 1/10 will be held over until next meeting as there is not a quorum of attendees at this meeting. Motion by George Kittle, 2nd by Bonnie Rose, to approve the minutes of 1/24 as written. Motion carried. Turcotte – absent. Supervisor’s Report: Motion by Bonnie Rose, 2nd by Justin Taylor, to approve the Supervisor’s Report as presented. Motion carried. Turcotte – absent. Bills: Motion by George Kittle, 2nd by Justin Taylor, to pay Abstract #2, in the amount of $685,000.91, Voucher #’s83- 242. Motion carried. Turcotte – absent. Frink Update: Supervisor Cantwell distributed an “Overall Grants Breakdown of Reports Filed and Payments Received” concerning Frink Development. He also notified the Board that Greg Townsend is now Director in another Region and there is yet to be a new director named for this district. (See attached.) Opera House Update: Supervisor Cantwell distributed an Agenda from a meeting held today with TIPAF/Town/Bernier Carr. Along with the agenda a copy of renovation budget/expenses, Change Orders, Field Directives, and Budget Summary No.2 were dispersed. (See attached.) Wind Energy Facility Update: Supervisor Cantwell distributed a report to the Board concerning discussion of the permit application and general discussion of PILOT/EZ negotiation. (See attached.) TILT Support Letter: TILT is applying for a grant from the Land Trust Alliance’s NYS Conservation Partnership Program and has requested a support letter form the town. The grant would provide $18,700 toward a total project of $30,700. The balance would be coming from TILT funding and donated staff time. This funding is to cover cost associated with their most recent acquisition of a 166 acre parcel adjacent to Zenda Farms. The primary need is to pay for survey costs associated with the parcels. Motion by George Kittle, 2nd by Bonnie Rose for the Supervisor to write a letter of support for this grant application being submitted by TILT. Motion carried. Turcotte – absent. Recreation Park Rate Schedule: Motion by George Kittle, 2nd by Bonnie Rose, to approve the 2007 Recreation Park Rates, Memberships and increase the per person rate currently at $1. to $2. effective this summer for the pool and next winter for the rink. Motion carried. Turcotte – absent. TI Central Request for early Pool Opening: Consensus of the Town Board we can’t open the pool two weeks early due to costs associated with heating the pool. The Board authorizes the Supervisor to write a letter stating same. Temporary Office Agreement: Supervisor Cantwell has signed the agreement. Payment from the Village for reimbursing our costs associated with relocating has been received. The Village has also paid for the divider panel and therefore they should remain after we go back to the Town Hall. ZEO Agreement: Supervisor Cantwell received some typo corrections from the Village. The Village has passed the agreement. Supervisor Cantwell will with Town board approval send back to Atty. Russell for a final draft copy. Discussion followed concerning evening hours. Town Board feels this should be left up to the ZEO if evening hours are warranted. Highway: - Busy with snow plowing at this time. - Supt. Boulton received a letter from the Village Mayor concerning the Strawberry Lane project stating anticipated start date April/May 2007. Supt. Boulton stated his priority will be the Frink Development and he is not sure how this might have been misinterputed. - Looking at purchasing Single-Axle truck. Going with State Contract – Beam Mack Sales Service, Inc. price for 2008 Body & Plow Equipment is $147,189.72. Motion by Bonnie Rose, 2nd by George Kittle do purchase truck of choice by state contract. Motion carried. – Turcotte – absent. - Supt. Boulton stated a need for a building to house a loader. - Steve Dorr is eligible to come back to work on 2/26 per his Doctor, but only four hours a day through April. He has a Dr’s. appointment for a second opinion. Consensus of Town Board is our procedure has been personnel need to be 100% before coming back to work. Committee Reports: Bonnie Rose: Hawn Library is getting ready for Spring Book Sale. Paynter Senior Center – November & December minutes were received. Elections have been completed. Money is needed. The Center is in financial difficulty. The yearly amounts previously given by five municipalities has now dwindled to three municipalities giving financial aid.
George Kittle: Allen Beans has won an award. Kenney Brabant has done a great job with the ice rink at Webb Street. Mr. Kittle would like to send a letter of appreciation. Consensus of the Board is Mr. Kittle may send letter of appreciation. T.I. Museum had a successful Pulled Pork Dinner fundraiser. No meeting minutes have been received as yet from Chamber of Commerce.
Justin Taylor: GIS – last Thursday all the players involved had a meeting. Color Copier discussion for future needs. Personnel Committee: Haven’t had an opportunity to meet with Bill Sherman to discuss “sick leave” accruals into retirement health plan. Town has received the draft DGEIS Assessment for the Wind Turbine Facility Project. Had a question concerning a bill for Bach’s for $250 to pump sewer in Depauville. Wondered if this was accurate or should this be for Heritage Heights. Donald Turcotte: Absent. Supervisor Cantwell discussed the Asbestos Abatement design for the Depauville Community Center. BCA is asking for three (3) quotes from contractors. One scenario for quote is for asbestos abatement only for installing new bathrooms, the other is to do asbestos abatement for all of the Depauville Community Center. APWA held a meeting at BCA and Highway Supt. Boulton attended. Water for Life is having a meeting on 2/23 in Depauville.
