Board Minutes

August 8, 2007

 

The Town board of the town of Clayton held a regular meeting at the Municipal Building with the following present:

Supervisor Taylor opened the regular meeting at 5:00 PM.

 

Public:

            Nicole Garnsey – stated she is a Registered Dietitian/ Certified Diabetic Nutritionists.  She proposed an eight (8) week “wellness program” which is a behavior change curriculum designed to teach and empower individuals to change health behaviors one at a time through guided goal setting.  She is hoping the Town will include this as being reimbursable through the Town’s $600 plan.  Further discussion followed.

Motion by Lance Peterson, 2nd by Donald Turcotte, to allow this incentive to be a part of the Town of Clayton’s $600 plan.  Motion carried.  Kittle – absent.

 

Town Clerk:

Minutes:  Minutes were “tabled” as the board had just received them.

 

Correspondence:

            1)  Received 7/31 a Small Claims Assessment Notice – James C. & Margaret W. Pontious.  (See file.)

            2)  Received 7/31 SUEZ Energy – Gross Income Tax of $327.49.  (See attached.)

            3)  Received 8/1 from David Clark a letter of resignation effective immediately.  (See File.)

            4)  Received 8/2 a Notice from Cerow Agency of a Loss Notice.  (See attached.)

            5)  Received 8/6 information on the Annual Wildlife Rabies Vaccination Project scheduled for late August early September.  (See Town Clerk Bulletin Board.)

            6)  Received 8/7 from NYS Bd. of Real Property Service the final State Equalization Rate for the 2007 Assessment roll – 57.00.  (See attached.)

            7)  Received from Village of Clayton a copy of the 2007-2008 Fiscal Year Budget.  (See File.)

            8)  Justice Clarence F. Giles July 2007 report.  (See attached.)

            9)  Justice Clifford James July 2007 report.  (See attached.)

          10)  Received from the Village Clerk a copy of the Joint Public Notice for the 8/8 TI Sun for the Joint Town & village Boards meeting of 8/15 at 6:30 PM.  (See attached.)

 

Resolutions:

RESOLUTION #39 of 2007 introduced by Donald Turcotte, 2nd by Paula Baril, Opposing Article X of the Public Service Law which put into place a new State Permit for the siting of power plants/wind towers and would limit the local governments control.  Taylor – aye; Kittle – absent; Turcotte – aye; Peterson – aye; Baril – aye.  Motion carries.

 

Supervisor’s Report:

Not available at this time and is “tabled” until our next meeting.

 

Bills:

Motion by Lance Peterson, 2nd by Donald Turcotte, to authorize payment of Abstract #8, bills #1013-#1139 in the amount of $198,374.96.  Motion carried.  Kittle – absent.

 

CLDC Meeting Report:

Supervisor Taylor stated he had made copies and distributed to the Board the minutes and reports.

 

Wind Farm:

Comments are now available in the Town Clerk’s Office if anyone is interested in reviewing them.

 

GIS and 911 Island Information:

Grindstone Island residents had some concerns at our last meeting.  The County is enhancing their system.  They’re now allowing individuals via internet/computer to update their personal information on line.

 

Chipping Fee Discussion:

Supervisor Taylor stated commercial haulers are dumping tree chippings for free at the Transfer Site, however the haulers are charging a fee to their customers.  The Town Board might want to consider starting a dumping fee for these commercial haulers.

 

Data Collection Training:

Supervisor Taylor indicated that Deputy Clerk Cornaire will be attending Albany on Thursday and Friday, 8/9 & 8/10 for data collection training.  He would like to see the Town pay her daily wages so that she may attend.

Motion by Paula Baril, 2nd by Donald Turcotte, to pay Nicole Cornaire her daily wages while she is at Data Collection Training.  Motion carried.  Kittle – absent.

 

Highway Report:

-                     Strawberry Lane infrastructure is in except for a 36” pipe connection.  We will have a 4-4 ˝ foot of fill and new sidewalks will be put in.

-                     Frink’s tentatively scheduled to be on site 8/13.  We will have an 8 hour refresher course on the site.  We’re hoping to start excavation on Tuesday.  We are hauling all debris to DANC in Rodman.  We can’t backfill until the next phase.

-                     Calcium Chloride (2 loads) has been put done on the roads on Grindstone Island.  All has been covered with the exception of the head of the island and a small piece by Rusho’s.

-                     Grindstone Island Road Signs have been placed.

-                     Sand/Salt Shed Storage Facility is desperately needed.  Hwy. Supt. Boulton showed pictures of the area and the leaching of salt into the crevices.  Deterioration of the current facility was shown.  Hwy. Supt. Boulton stated we have filed for a couple of grants but didn’t receive them.  The current structure is 74’X144’ and 2 ˝ years ago was a $300,000 project.  Consensus of the Board is we need to forge ahead with this project.

-                     Lovers’Lane we have started to cut back the sides and the job should be completed by tomorrow.  Then will be using the milled blacktop and cold binder to finish for this year.

 

Committee Reports:

 

    Donald Turcotte-    Depauville Library project was gutted today.

                                   

                                    PPM will take bus loads of people to Maple Ridge to show their                                               project there.  We might want to consider doing this.

 

    Lance Peterson-     Dock meeting will be tomorrow night at 4 PM.

 

    Paula Baril-            Nothing to report this meeting.

 

 

Joint T & V of Clayton Meeting:

Will be at the Municipal Bldg., Wednesday, 8/15 at 6:30 PM.  Topics of discussion will be:  Code Enforcement and Joint Municipal Offices.

 

Next meeting:

Town Board meeting will be at the Depauville Social Hall on August 22, 2007.
