North Country Affordable Housing, Inc. stating they’re applying
for an owner occupied rehabilitation grant for Jefferson & Lewis
Co. The grant will provide funds for one (1) to four (4) family

Rec. Park has advertised a Tiny Tots Swim class for
children ages 3 & under. Classes will start July 11th
and run Tuesday, Wednesday & Thursday evening from 6-7 for 3
weeks. An adult, 18 & over must accompany the child in the

Village of Clayton from David Clark concerning a ZBA

Point of Interest:
- Supervisor
Cantwell stated he had received word from a Grindstone Island
resident who is concerned about a floating house which is
sitting in Flynn Bay and seems to have been abandoned as birds
fly in and out of broken windows. The fear is that this may be
leaking chemicals into the bay. She is looking for someone to
have the authority to remove this structure.

rate of pay at Recreation Park Pool:

Resolution #38 & #39 of 2006:
Discussion followed on Resolutions #38 and
proposed Resolution #39 of 2006. Resolution #38 is titled “A
resolution for the Town of Clayton to approve application with
the NYS Dept. of State for funds to create a physical riverwalk
on the Frink Development property”. Resolution #39 of 2006 is
entitled “A Resolution for the Town of Clayton to establish an
easement on the Frink Development property”.
After discussion consensus is to hold these
two (2) resolutions until the next meeting.

Fuel Bid Opening:
One (1) bid was received from Griffith
Energy as follows:
Furnace Oil: Option #2
– Variable price: $2.2115/gallon
Varies: Daily pricing – based on Shell
Cornwall posted price plus (=) .22/gallon.

by George Kittle to award the furnace oil bid to Griffith Energy
at the option submitted. Motion carried, Donald Turcotte
absent.
Propane: Option
#1 – Fixed $1.8075/gallon
Option
#2 – Variable price $1.5682/gallon
Varies: with a weekly price change –
Selkirk average plus (=) .40/gallon.
Burner Service:
$64.00/hr at all times as they have24 hour emergency service
available at no addition charge.
Discussion of propane bid followed. The
Board will hold this bid until clarification of whether the
.40/gallon price is already included in the $1.5682/gallon.
Public:
Michael Docteur, Co. Leg. discussed the
following:

Salt Storage Grant – Docteur had spoken with
Assemblyman Aubertine who indicated that this is dead in
committee.

Rte. 12E reconstruction – Docteur had spoken with
Sen. Wright, this reconstruction is on line for within the next
5 years. Sen. Wright is supportive of doing the entire Rte.12E
between Clayton & Cape Vincent.

Don Canfield has been appointed Director of
Jefferson County Planning to replace Bruce Armstrong who has
retired.
-
Frontenac Crystal Springs has been told they
need to complete a business plan before National Grid and
JCJDC can continue working on the request for three phase power.
John Kehoe explained that he or Phil
Randazzo would be happy to explain to anyone, as they have been
doing group explanations concerning the RiverWalk. Mr. Kehoe
stated that this board needs to keep in mind the LWRP grant has
committed for open access and therefore the RiverWalk was
planned to obtain the open access.
Board member Taylor gave a thank you for
Mr. Kehoe and all those that give freely of the time and energy
for the good of the community.
Supervisor Report:

by Justin Taylor, to approve the Supervisor’s Report as
presented. Motion carried, Donald Turcotte absent.
Bills:
Motion by Bonnie Rose, 2nd
by George Kittle, to pay Abstract #6 in the amount of
$119,996.84. Motion carried, Donald Turcotte absent.
Grindstone Island Dock:
Supervisor Cantwell stated he had made a
visit to Grindstone Island to check on any progress with the
Dock. Nothing has been started at this time. The Supervisor
spoke directly to Mr. Patch, who stated the project would start
the week of June 19th.
Proposed Rte 12E/Bartlett Sewer
District:
Supervisor Cantwell indicated that 43
surveys had been mailed with 23 returned and a result of 19 nays
and 4 yeas received.
Highway Superintendent:
In the absence of the Highway
Superintendent, Councilwoman Rose gave the following report:

This afternoon, Superintendent Boulton was moving two
army trucks, a trailer, and a 1972 truck to Watertown for
inclusion in an auction.

Mowing continues along Town roadways.
-
There is presently a crew on Grindstone Island along the
roadways.
-
We will be paving ½ of the Pelo Road instead of all this
year.
Councilman Taylor indicated that he has
heard compliments concerning the work being completed on
Grindstone Island.
Committee Reports:

Library will be having a book sale on 6/30/06/
Paynter
Senior Center had a Breakfast fundraiser and it was a huge
success.
George Kittle: Chamber of
Commerce Citizen of Year Dinner tonight.
Chamber
of Commerce will have no meetings until September.
Youth
Commission has formed the Booster Club.
Youth
Commission is looking into having Rec. Park staff line the
fields.
Kyle
Barton is resigning from the Youth Commission.
Windmill discussion.
Justin Taylor: GIS letters
of rejection for grants have been mailed out. We
haven’t received
anything.
Consolidation Committee hasn’t met again.
Nice
exchange at the Joint T/V Boards meeting.
TI
Regional Dock Project update: This is a $1.5 Mil dock project
with the St. Law.
Seaway Development Authority contributing
$200,000, Sen.
Wright $275,000. and the Village borrowing
$300,000 to go along
with a previous awarded grant.
Depauville Community Center:
Supervisor Cantwell stated all Board
members had received a copy of a report from Keith Wood
concerning Depauville. Each Board member should read this and
get back to Supervisor Cantwell any concerns or ideas stemming
from the report.
Rec. Park Chiller:
Advertisement is in today’s T.I. Sun. All
inquires and returns are to be made to Bernier, Carr &
Associates, Inc.
Transfer Site:
A good report has been received from DEC on
conditions at the Transfer Site.
Public Hearing – Wind Turbines & Wind
Farms Moratorium:
Motion by George Kittle, 2nd
by Justin Taylor, to open the public hearing at 6:30 PM, to
establish a 180-Day (6 months) Moratorium for Wind Turbines &
Wind Farms in the Town of Clayton, to research, investigate and
prepare an appropriate amendment to the Town Zoning Ordinance.
Motion carried, Donald Turcotte absent.

The only person to speak was Terence Strock,
who stated he had a test tower located on his farm in the Town
of Orleans. Mr. Strock also owns property in the Town of
Clayton. Mr. Strock stated he agrees with the 6-month
moratorium time frame.
Michael Docteur, Co. Leg. stated NYS Ag. &
Markets, Matt Prouper, Director had indicated that he was
willing to aid us in anyway possible, if we ask. Mr. Prouper
had been involved with the Tug Hill project.
